Failed a vehicle inspection in Ukraine? What a nonconformity report means and how long you have to fix it
Your vehicle has failed mandatory technical inspection (OTK) in Ukraine — what now? Can you drive home, how long do you have for repairs, and when do you need to re-inspect? It depends on the level of nonconformity found during the check. Here is what the current Ukrainian inspection procedure says.
In short:
- if a vehicle fails inspection, a nonconformity report is issued;
- minor nonconformity — you may drive for 3 working days, or fix the defect on the spot;
- major nonconformity — re-inspection within 2 months at the latest;
- dangerous nonconformity — driving is prohibited until repair and re-inspection;
- an inspection certificate issued in breach of the rules is invalid.
What is a nonconformity report
If the vehicle does not meet the requirements, or the data in its registration documents do not match the vehicle’s identification data, no inspection certificate (protocol) is issued. Instead, an electronic report on the nonconformity of the vehicle’s technical condition is drawn up, and the driver receives a paper copy.
Nonconformities fall into three levels: minor, major and dangerous. The level determines whether you can keep using the vehicle.
The three levels of nonconformity
Minor
The vehicle may be used for three working days from the date of the report. If the defect can be fixed on the spot at the inspection point, the vehicle may continue driving.
Major
The vehicle may be used with restrictions, at the driver’s responsibility, but re-inspection must take place no later than two months after the inspection at which the nonconformity was found.
Dangerous
The vehicle may not be used on public roads until the nonconformity is fixed and the vehicle passes re-inspection.
Note: if several defects found during one check together increase the road safety risk, they may be assessed as a more serious nonconformity.
What to do after a nonconformity report
- Read the report carefully: it lists the defects found.
- Check the nonconformity level and the deadline you have.
- Have the defects repaired at a service station.
- Pass re-inspection. A new inspection cancels the previous nonconformity report.
If everything is fine
If the vehicle passes, an electronic inspection certificate (protocol) is issued, with a paper copy on request. It states the date of the next mandatory inspection.
Important: a certificate issued in breach of the procedure, or containing incomplete or false information, is invalid. A “certificate without an actual inspection” does not protect you — it can cause problems.
Who needs mandatory inspection
Under Ukrainian law, mandatory technical inspection applies to trucks, buses, taxis and passenger cars used to carry passengers or goods for profit. Private passenger cars are exempt.
You can pass inspection and re-inspection at Centr Avto laboratories across Ukraine. Find the nearest one in our laboratory search or book by phone: +380 98 500 5252.
FAQ
How long can I drive after a nonconformity report?
It depends on the level: minor — 3 working days; major — until re-inspection, but no longer than two months; dangerous — not at all.
What if I miss the re-inspection deadline?
The vehicle will be treated as not having passed mandatory inspection. Driving it carries a fine of UAH 340 (Article 121(3) of the Code of Administrative Offences of Ukraine); a repeat offence within a year — UAH 850–1,700 and suspension of the driving licence for 3–6 months.
Can a defect be fixed right at the inspection point?
Yes. For a minor nonconformity, the vehicle may continue driving if the defect was fixed on the spot.
