ECMT permits 2027 in Ukraine: applications by 31 October and a roadworthiness certificate that must be valid
By 31 October, carriers submit applications for the competition to distribute ECMT permits for 2027. Applications submitted later are not considered. One of the conditions for taking part is an ECMT roadworthiness certificate, valid as of 31 October, for every truck entered. We explain what needs to be done in time.
In short:
- electronic applications are accepted from 1 to 31 October via the Unified Information System of Ukrtransbezpeka;
- applications after 31 October are not considered;
- every vehicle needs an ECMT roadworthiness certificate valid as of 31 October;
- the certificate is issued together with the mandatory technical inspection protocol and is valid for 12 months;
- ECMT permits for 2027 will be distributed only for the Euro 6 category.
Competition deadlines
According to the Procedure for the competition and issuing ECMT permits, a carrier submits an electronic application from 1 to 31 October of the current year. The application can be edited during the same period, until it is passed on for review. Applications and requests received after 31 October are not considered.
By 10 November, Ukrtransbezpeka publishes information on the carriers admitted to the competition and the number of their vehicles by emission class.
Who can take part
Under the Procedure, a carrier must, in particular:
- hold a licence for international freight transport and have carried out such activity for at least two years as of 31 October (with certain exceptions set out in the Procedure);
- have adequate financial standing: at least EUR 9,000 for the first vehicle and EUR 5,000 for each additional vehicle entered in the competition;
- have an impeccable business reputation;
- have at least three vehicles with a gross weight over 7.5 t of the “EURO 5 safe” or “EURO 6 safe” class that crossed the border between 1 January and 31 October of the current year (the border-crossing requirement does not apply to vehicles imported into the customs territory of Ukraine between 1 August and 20 October);
- have a transport manager with the relevant qualification.
Documents for each vehicle
Each truck entered needs:
- an ECMT manufacturer’s certificate for the vehicle;
- an ECMT roadworthiness certificate valid as of 31 October of the current year.
How to get an ECMT roadworthiness certificate
Since 1 May 2026, the rules approved by Cabinet of Ministers Resolution No. 558 apply:
- the certificate is issued together with the mandatory technical inspection protocol, based on the results of an additional check of the truck for compliance with ECMT requirements;
- only an inspection point whose accreditation certificate confirms this may carry out such a check;
- the certificate is issued on paper in Ukrainian with a translation into two languages (English, German or French), and its data are entered into the national database;
- the validity period is 12 months;
- a copy of the ECMT manufacturer’s certificate is required for the check;
- if the inspection protocol is declared invalid, the ECMT certificate issued with it also becomes invalid.
2027 — Euro 6 only
The Ministry for Development of Communities and Territories has reported that in 2027 ECMT permits for Ukraine will be distributed exclusively for the Euro 6 category. Euro 6 permits may also be used for zero-emission vehicles. About other changes for trucks from 1 January 2027 — in our article on Euro 6.
What to do before 31 October
- Check the validity of the ECMT roadworthiness certificates for all trucks you plan to enter: they must be valid on 31 October.
- If there is no certificate or it is about to expire, pass the technical inspection with the additional check for ECMT requirements in advance, not in the last days.
- Prepare a copy of the ECMT manufacturer’s certificate for each truck.
- Submit and check your application in the electronic account before 31 October.
You can pass the technical inspection and get an ECMT roadworthiness certificate at Centr Avto laboratories — details on the ECMT page. Booking by phone: 098 500 5252.
