5 reasons a car may not be registered on the first visit: MIA explanation

27. 10. 2026

The MIA Main Service Centre and the MIA Expert Service have explained why a service centre may refuse to register a car or postpone registration on the first visit. These five points are worth checking before buying a used car.

In short:

  • errors or discrepancies in documents, including an unregistered conversion;
  • the VIN on the body or frame does not match the documents or registers;
  • signs of tampering with markings — filing, welding, mechanical damage to numbers;
  • a wanted notice, seizure, bank pledge or other restrictions in the registers;
  • an incomplete or incorrect inspection report from a trading organisation.

1. Errors or discrepancies in documents

The first obstacle is the absence of one of the required originals: passport, tax ID, registration certificate, document of ownership. Registration is also stopped by errors in surnames or VIN codes and by a mismatch between the data in the registration certificate and the car’s actual characteristics — for example, an unregistered conversion.

2. VIN mismatch

If even one letter or digit of the VIN on the body or frame does not match the data in the registration certificate or in state registers, the MIA service centre administrator suspends the service until the reasons for the discrepancy are clarified.

3. Signs of tampering with markings

Mechanical damage to identification numbers, signs of filing, welded-in parts with a new number or other changes to markings are grounds for additional expert analysis. Until it is completed, registration operations are stopped.

4. Legal restrictions

A car may be wanted — in Ukraine or abroad via Interpol — or have restrictions on disposal:

  • a seizure by the enforcement service for debts (alimony, fines, loans);
  • a bank pledge;
  • restrictions from judicial or tax authorities.

As long as such records are in the registers, any registration operations are blocked.

5. Errors in documents from trading organisations

When buying a used car through a trading organisation, the buyer receives a set of documents — a sale and purchase agreement, an inspection report of the sold vehicle, etc. If the inspection report is not filled in completely, registration will be suspended, and you will have to go back to the trading organisation for a corrected document.

Why an expert check matters

Specialists of the MIA Expert Service are involved during registration. Using special equipment, they check the authenticity of the VIN, body, chassis and engine numbers, the condition of the paintwork in the marking area and the documents for signs of forgery. According to the MIA, this is the main safeguard against buying a car with a criminal past.

If the car has been converted

An unregistered conversion is one of the reasons for refusal. For example, if LPG equipment is installed on a car but the fuel type in the registration certificate has not been changed, you first need a certificate of conformity for the installed equipment — it is the basis for amending the documents. You can get it at Centr Avto laboratories: more details on the LPG equipment certification page or by phone at 098 500 5252.

FAQ

What if the VIN does not match the documents?

The MIA service centre will suspend the service until the reasons for the discrepancy are clarified. Check the VIN on the body and in the documents before buying.

Can a car pledged to a bank be registered?

No. As long as the restriction is in the registers, registration operations are blocked — it must be fully lifted.

Who checks the body and engine numbers?

Specialists of the MIA Expert Service — during vehicle registration.
