The Main Service Centre of the Ministry of Internal Affairs has announced: from 22:00 on 23 October to 08:00 on 26 October 2026, MIA service centres will temporarily not provide services related to a change of vehicle owner, nor first registration of cars. The reason is scheduled technical work at the state enterprise NAIS.
In short:
- period: from 22:00 on Friday, 23 October, to 08:00 on Monday, 26 October;
- re-registration of cars on a change of owner and first registration of new and imported cars are not available;
- LPG equipment, change of colour, number plates, exams and driver’s licences will be processed if the owner applies in person;
- services will resume as soon as the register is back up.
Which services are temporarily unavailable
During the technical work, MIA service centres do not carry out operations related to a change of vehicle owner:
- sale and purchase through a service centre, a business entity, a notary, an administrative services centre (CNAP) or Diia;
- gift, exchange, inheritance;
- leasing transactions and transactions concluded on commodity exchanges;
- write-off of a vehicle;
- first registration of new and imported vehicles;
- services for the owner’s representatives under a notarised power of attorney.
What you can still do these days
If the owner applies in person, MIA service centres will provide the following services:
- making changes due to the installation of LPG equipment;
- change of vehicle colour;
- replacement, reservation, ordering of number plates and extension of their storage period;
- taking exams and issuing a driver’s licence;
- exchange or restoration of a driver’s licence, replacement of a registration certificate;
- registration of an authorised user.
What to do if you planned a registration
If you were going to re-register a car or register an imported vehicle for the first time on these days, it is worth moving your visit to Monday, 26 October, or later. The MIA Main Service Centre noted that as soon as the register is back up, service centres will resume providing services.
The documents needed for registration can be prepared in advance — in particular, if your car needs certification or a conclusion after LPG equipment has been installed. More details are on the LPG equipment certification page or by phone at 098 500 5252.
