Toll road law to be adopted by the end of 2027: what the Ministry of Infrastructure said

Ukraine must adopt a law allowing toll roads to be created by the end of 2027. This was stated on 7 November on the podcast “Shcho z ekonomikoiu?” by Serhii Derkach, First Deputy Minister for Restoration, Infrastructure and Transport. According to him, this deadline has been agreed with the European Commission.

• the Ministry of Infrastructure is working on a draft law on toll roads;
• the law must be adopted by parliament by the end of 2027;
• the possibility of introducing toll roads is a mandatory EU criterion, and Ukraine must set up the legal framework;

What the ministry said

According to Serhii Derkach, the law is the first step: it should establish that toll roads can be created in Ukraine, and the technical mechanism will come later. The ministry has agreed with the European Commission that no specific toll road will have to be set up next year.

Who may pay

Derkach explained that the EU position is that roads should be paid for by commercial transport — for example, trucks and buses — and not necessarily by all vehicles.

One of the ideas being discussed is a special fee for all commercial carriers. The official noted that carriers already pay indirectly through the excise duty on fuel, but there is no separate road fund in the state budget. He did not give any specific amounts or mechanism.

Why not a concession

Derkach called the model in which a company builds a road and recovers its investment through tolls a good case, but unrealistic for Ukraine today: many roads need reconstruction rather than new construction.
